BC Building Code Updates on Seismic, Adaptability and Step Code Requirements

The latest edition of the BC Building Code brings forward important changes to seismic, adaptability and Zero Carbon Step Code requirements. These updates focus on improved seismic resilience and the requirement for adaptable dwelling units in multi-unit residential buildings (MURBs).

Updates were announced in March 2024; however, enforcement of the new adaptable and seismic provisions will take effect on March 10, 2025.

Here’s what you need to know!

Adaptable Dwelling Units in MURBs

What’s changing?

  • In MURBs where units share a common interior access, any single-storey unit that has one bedroom and one bathroom must be designed as an adaptable dwelling.
  • This design requirement makes it easier to upgrade units for wheelchair access in the future.

What are the implications for builders?

  • Projects initiated after March 10, 2025 must incorporate these design features unless they qualify as “in-stream” projects (i.e. those that had a complete application submitted before the effective date).
  • If you are uncertain about the status of your project, please contact the District of Sicamous building department for clarification.

Seismic Requirements

What are the updates?

  • New mandatory requirements call for the installation of braced wall panels (shear walls) within specifically designated Braced Wall Bands.
  • To prevent equipment damage and enhance overall building stability during seismic events, seismic hold downs are now required for mechanical installations.

Why are these changes being made?

  • These changes are based on advances in seismic research, including new data on active faults (such as those near Victoria, BC) and revised ground motion models.
  • These measures were designed to improve building performance in the event of an earthquake.

Zero Carbon Step Code Requirements

  • New buildings must meet at least EL-1 of the Zero Carbon Step Code.
  • Applicable buildings will be required to measure and disclose operational greenhouse gas emissions.

Transition Provisions

  • Applications received after March 10, 2025 must comply with these new seismic and adaptable design requirements.
  • Projects with complete building permit applications or permits issued before this date will not be subject to the new requirements, provided they continue under the previous code.

What Should Builders & Developers Do?

  • Review the details: Carefully assess how these seismic and adaptability requirements affect your current or upcoming projects.
  • Check your project status. If your project is “in-stream” (i.e. the application was submitted before March 10, 2025), the changes may not apply. When in doubt, reach out to the building department.
  • Plan ahead. For new projects starting after March 10, 2025, ensure your designs incorporate these updated requirements for safety and long-term accessibility.
